Blind-Low Vision Program

Children’s Centre Thunder Bay is the lead agency in the District of Thunder Bay for the Northern Ontario Blind-Low Vision Program. This program provides services with funding from the Ministry of Children and Youth Services at no additional cost to families.


The Blind-Low Vision Program is designed to give children who are born blind or with low vision the best possible start in life. It provides education and support for parents so that they can encourage the healthy development of their children. Parents will learn to help their children develop the skills they need for daily activities at home, daycare or care settings, and at school.


An Early Childhood Vision Consultant (ECVC) is available to provide family support, intervention, and consultation services in the areas of:


  • Intentional movement (orientation and mobility)
  • Development of motor skills
  • Daily living skills
  • Concept development
  • Social and emotional development
  • Language and communication development
  • Use of residual vision
  • Use of the senses to promote development


The ECVC also works with early childhood professionals and service providers to offer support and education when working with blind or low vision children.


A physician, ophthalmologist, optometrist, or parent/caregiver can make a referral.
